class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>Las j\u00f3venes y los j\u00f3venes representan la fuerza del presente y del porvenir, por ello, el Estado garantizar\u00e1 sus derechos (Art. 39) y promover\u00e1 su efectivo ejercicio a trav\u00e9s de pol\u00edticas y programas, instituciones y recursos, que aseguren y mantengan de modo permanente su participaci\u00f3n e inclusi\u00f3n en todos los \u00e1mbitos, en particular en los espacios del poder p\u00fablico. El Estado los reconocer\u00e1 como actores estrat\u00e9gicos del desarrollo del pa\u00eds, y les garantizar\u00e1 la educaci\u00f3n, salud, vivienda, recreaci\u00f3n, deporte, tiempo libre, libertad de expresi\u00f3n y asociaci\u00f3n.
